Nitpick: there was a learning curve between Vogtle 3 & 4. I believe unit 4 was like 20%+ cheaper than 3. Also we have data on AP1000 in China to show us the design can be built even cheaper.
1. The Navy doesn't build Small Modular Reactors as the AEC defines the term. They are small pressurized reactors, also built in factories, but aren't really "plug and play."
2. Construction of civilian nuclear reactors didn't stop after TMI, most of orders not under construction were canceled. Several civilian power reactors have been constructed since 1979.
